Minor Feature Update

This update features the following changes:
- Tilt-shift toggle and Window lights toggle in the settings menu are now saved between game sessions.
- Fix to allow achieving the "Over 9000" achievement.
- Mouseover text box in the earthing modification screen is now not shown when on mouse is over side panels.
- Minor localization changes.
